Governor Sarah Huckabee Sanders has ordered the United States and Arkansas state flags to be flown at half-staff from sunrise to sunset on May 30, 2026, in remembrance of Fireman Third Class Royle Bradford Luker of North Little Rock, Arkansas.

Luker was born March 15, 1924, and served aboard the USS West Virginia during World War II. He was killed during the attack on Pearl Harbor on December 7, 1941, while defending the United States during one of the nation’s darkest moments.
Governor Sanders proclaimed May 30, 2026, as a statewide day of remembrance honoring Luker’s sacrifice and service. Luker received numerous military honors including the Purple Heart, Combat Action Ribbon, World War II Victory Medal, Navy Presidential Unit Citation, and several campaign medals for his bravery and dedication.
For more than 80 years, Luker’s remains were considered missing until advances in forensic science helped identify him and return him home to Arkansas. He will be laid to rest with full military honors on May 30, 2026, at New Bethel Cemetery near Plainview, Arkansas, beside his parents.
Family members including nephew John Luker and niece Becky Liensing continue to honor his legacy and sacrifice.
Governor Sanders encouraged all Arkansans to reflect on the cost of freedom and remember the courage displayed by Fireman Third Class Royle Bradford Luker.
