According to the Governor’s proclamation, Officer Howard and fellow Marked Tree Police Officer Anthony Johnson were traveling on Highway 14 during the early morning hours of Sunday, June 28, 2026, when their patrol vehicle was struck by an oncoming vehicle.

Officer Howard sustained fatal injuries in the crash and was pronounced dead. Officer Johnson suffered critical injuries and was transported to a nearby hospital for treatment.

In the proclamation signed June 29, 2026, Governor Sanders recognized the sacrifice of Arkansas law enforcement officers, stating they put their lives at risk every day to protect and serve the people of the state. She also asked Arkansans to continue praying for Officer Howard, Officer Johnson, their families, the Marked Tree Police Department and the entire community affected by the tragedy.

The Governor’s order directs all state and U.S. flags across Arkansas to be lowered to half-staff on the day Officer Howard is laid to rest as a mark of respect and remembrance for his service and sacrifice.
