Black Rock Man Arrested on Felony Sexual Solicitation of a Minor Charge; Investigation Continues

A Black Rock, Arkansas man has been arrested on felony and misdemeanor charges following an investigation into allegations involving a juvenile, according to investigators.

Caleb Elgin Jackson, 25, of Black Rock, was arrested July 25, 2026, on a warrant issued by the Izard County Circuit Court. He is charged with 1 count of Sexual Solicitation of a Minor, a Class B felony, and 1 count of Contributing to the Delinquency of a Minor, a Class A misdemeanor.

According to investigators, the case began on July 11 after a juvenile reported that Jackson had allegedly provided alcohol the previous evening.

During the investigation, authorities say they learned Jackson allegedly implied he wanted to engage in sexual activity with the juvenile and sent messages that were sexual in nature.

Investigators interviewed Jackson on July 22 after advising him of his Miranda rights.

According to investigators, Jackson admitted to providing alcohol to the juvenile and attempting to solicit the juvenile for sexual activity.

Authorities also allege Jackson told investigators he was sexually attracted to young females and admitted he had previously possessed Child Sexual Abuse Material (CSAM) on his cellular phone.

Investigators say the case remains active as additional evidence is reviewed.

Authorities indicated additional charges may be filed as the investigation continues.

As with all criminal cases, the charges are allegations, and Caleb Elgin Jackson is presumed innocent unless and until proven guilty in a court of law.
