The Arkansas Advanced Energy Association (AAEA) and Foundation (AAEF) proudly announce the selection of Virginia Paschal as Transmission Fellow. Paschal brings extensive experience in energy policy, program development, and economic analysis to the organizations.

Selected from a pool of over 200 candidates, this prestigious role enables the Fellow to focus on transmission-specific projects and initiatives, ultimately leading to more affordable and reliable power. Arkansas Advanced Energy is one of only six organizations nationwide to host a Transmission Fellow, underscoring the importance and impact of its work in the energy sector as well as the dire need of transmission work in the state and region.

A native of Rogers, Paschal, a graduate of Pomona College with a Bachelor of Arts in Public Policy and Economic Analysis, has demonstrated a strong commitment to advancing efficient building practices and the energy transition throughout her career. She has worked with various local governments on improving infrastructure, including developing a report on indoor air quality and energy efficiency for the Los Angeles Mayor’s Office of Sustainability and assisting the City of Alameda, CA in developing a Community Fund. She has conducted research at Vermont Law School’s Institute for Energy and the Environment, exploring energy use in the indoor agriculture industry and compiling a state-level policy database on farmland solar infrastructure.

Most recently, Paschal served as a senior associate at D+R International, a consulting firm based in Silver Springs, Maryland. In this role, she developed building modernization and market uptake projects for utility clients in the Northwest and Northeast. She wrote installer training content, coordinated with heat pump distributors on rebate programs, and wrote case studies investigating innovative building modernization technologies across the United States. Her career also includes experience with the Inland Empire Utilities Agency, where she coordinated public awareness programs and analyzed water resource issues.

“AAEA leadership is extremely proud to be one of only six organizations nationally recognized and selected to host a fellow focused on transmission advocacy and education,” said AAEA Chair Alex Ray. “We are thrilled to have Virginia in this role. Especially considering the significant amount of transmission issues and need specific to our state, her work will be of tremendous value not only to our members but also to Arkansas taxpayers and ratepayers. Her efforts will enhance and support the already strong efficacy and impact of AAEA leadership and staff.”

As the Transmission Fellow, Paschal will focus on advancing transmission infrastructure and policies that support Arkansas’s transition to a more promising and resilient energy future. Her expertise in stakeholder coordination, grant proposal preparation, and project management will be invaluable in enhancing the state’s energy framework.
