A 24-year-old California man accused of meeting a 13-year-old girl online and traveling to Conway to assault her is facing state charges and a federal indictment.
The Conway Police Department began investigating the reported sexual assault on October 27, 2026. Police say the investigation started after the girl’s mother learned what had happened and took her daughter to a medical facility for evaluation. The facility notified Conway police, and detectives opened an investigation right away.
Detectives identified Dylan Baker of California as the suspect. Investigators say Baker met the girl online and traveled from California to Conway, where the alleged crimes happened.
Caught After His Flight Landed
By the time detectives identified Baker, he had already left Arkansas and was flying back to California. Detectives learned he was in transit and worked with law enforcement in California to have him taken into custody when his flight arrived. Baker was arrested shortly after landing.
State and Federal Charges
Conway police say their investigation resulted in the following Arkansas charges:
- Rape, victim less than 14 years of age, a Class Y felony
- Internet stalking of a child, a Class Y felony
- Traveling for the purpose of an unlawful sex act with a minor, a Class B felony
Baker is being extradited to Arkansas to face those charges.
On November 3, a federal grand jury in the Eastern District of Arkansas also indicted Baker on 1 count of travel with intent to engage in illicit sexual conduct.
Baker remains in custody pending further court proceedings.
Agencies Assisted
Conway police thanked the Burbank Police Department, Homeland Security Investigations, the FBI and the U.S. Marshals Service for their help in locating and arresting Baker.
The department says it remains committed to protecting the community’s most vulnerable members. Police are also encouraging parents and guardians to stay aware of their children’s online activities and to talk with them openly about internet safety.
This remains an active investigation.
A criminal charge is only an accusation. The defendant is presumed innocent unless and until proven guilty in a court of law.
