Governor Sanders Announces 344 Arkansas Regulatory Changes to Cut Red Tape, Speed Up Permits and Reduce Government Costs

, , Leave a comment

Arkansas Governor Sarah Huckabee Sanders has announced 344 Arkansas regulatory changes identified by 13 state departments, aimed at speeding up business permits, shortening licensing delays, expanding online government services and reducing administrative costs.

According to the governor’s office, 51 changes have already been enacted and another 24 are underway.

The announcement follows an executive order signed February 16, 2026, directing state agencies to review regulations and approval processes affecting Arkansas residents, employers and businesses. The review covered state permits, occupational licenses, regulatory approvals and other government procedures.

Not all 344 changes have taken effect. Many remain proposals that still require agency action, rulemaking or legislative approval.

Sanders: Get Government Out of the Way

Governor Sanders said reducing unnecessary government requirements is a priority for her administration.

“We don’t grow our economy by putting government in charge and telling everyone what to do; we grow our economy by getting government out of the way and letting entrepreneurs and small businesses do what they do best,” Sanders said.

The governor said her administration wants faster approvals, clearer rules and fewer administrative obstacles. The changes could affect business owners, contractors, healthcare professionals, insurance agents, motorists, farmers and others who deal with state agencies.

Where the 344 Changes Stand

The governor’s office reported the following progress:

  • 51 changes already enacted
  • 24 changes underway
  • 84 findings that require statutory or legislative rule changes
  • 80 findings that require internal department rulemaking

The press release did not give a separate status for every remaining recommendation. Sanders has directed agencies to move ahead on changes they can make under existing authority and to work with lawmakers on those that need legislative action.

Sales Tax Permits Could Be Approved Within 24 Hours

The Arkansas Department of Finance and Administration is moving toward electronic verification that would allow most new sales tax permits to be approved within 24 hours. The process has generally taken about 10 business days, according to the administration.

The faster turnaround could help entrepreneurs opening restaurants, retail stores and other businesses get started sooner. The state describes the change as in progress.

Health Department Builds Its Own Online Licensing Portal

The Arkansas Department of Health has developed an online application system to simplify licensing and regulatory approvals.

According to the governor’s office, department employees built the portal in-house instead of buying a commercial system, avoiding an outside vendor quote of about $5.57 million plus proposed annual subscription costs of $973,000. Those figures reflect the quoted cost avoided, not a net savings figure that accounts for internal development costs.

Applicants can submit applications, pay fees, check application status and get renewal reminders online. At least 11 more programs are expected to be added.

Insurance Licensing Wait Expected to Drop From 3 Weeks to 3 Days

Beginning November 12, 2026, new insurance agent applicants will be required to pass their insurance exam before submitting a license application. The administration says the change is expected to cut the average licensing wait from about 3 weeks to 3 days.

Wastewater Permits Streamlined

The Arkansas Departments of Health and Energy and Environment have changed how certain wastewater system applications are reviewed. Applicants previously could face 2 separate sets of fees and technical reviews. Under an agreement effective August 1, applicants now work through a lead agency using a shared application.

Clearer Deadlines for Environmental Permits

The Arkansas Department of Energy and Environment now gives applicants a consolidated list of missing application materials within a set time period. The agency has also removed extra senior-management review steps for certain routine general permits.

More Driver’s License and Vehicle Services Moving Online

The Department of Finance and Administration is expanding online driver’s license renewal and launching Electronic Vehicle Registration, which will let automobile dealerships send registration information directly to the state. Dealerships are expected to begin using electronic registration by the end of 2026.

The changes are designed to cut paperwork and trips to state revenue offices, which could especially help residents in rural communities.

New Online Screening Tool for Early Childhood Programs

The Arkansas Department of Education has launched Natural Start, an online tool that uses a 5-step screening process to help families see whether they may qualify for Arkansas Better Chance, School Readiness Assistance, Head Start and Early Head Start. A preliminary result does not guarantee admission or final approval.

What Happens Next

The 344 Arkansas regulatory changes came out of a review by 13 state departments under the governor’s February executive order.

With 51 changes already enacted and 24 more underway, the remaining recommendations will move forward through department rulemaking or, for 84 of them, action by the Arkansas Legislature.

Arkansans who apply for permits, licenses or state services can expect some processes to get faster in the coming months, including insurance licensing changes on November 12 and electronic vehicle registration at dealerships by the end of 2026.
