A physician with deep roots in North Central Arkansas has received one of the state’s prestigious family medicine honors.

Dr. Julea Garner, a Salem High School graduate who spent more than 18 years caring for patients in Highland, has received the Legacy Award from the Arkansas Academy of Family Physicians in recognition of her leadership, mentorship and lasting contributions to family medicine.

Garner’s career has taken her from rural medical practice in Arkansas to leadership positions at the state and national levels, where she has helped educate physicians, improve medical training and strengthen the family medicine profession.

From Salem High School to a Career in Medicine

Garner graduated from Salem High School in Fulton County before attending Lyon College in Batesville, then known as Arkansas College.

She earned her bachelor’s degree in 1984 before receiving her medical degree from the University of Arkansas for Medical Sciences in 1989.

Garner completed her family medicine residency at Harrisburg Hospital in Pennsylvania, where she served as chief resident.

She later completed a primary care health policy fellowship with the U.S. Public Health Service and served as assistant director of education for the American Academy of Family Physicians.

Despite her national experience, Garner returned to Arkansas, where she spent more than 18 years in solo private practice in Highland.

Her work serving patients in rural Arkansas became an important foundation for her future leadership in medical education.

Breaking Barriers for Women in Family Medicine

Garner began her involvement with the Arkansas Academy of Family Physicians while attending medical school.

She joined the organization, served as a student representative on its board and participated in a family medicine interest group.

In 2007, Garner became the second woman to serve as president of the Arkansas Academy of Family Physicians.

She also became the first woman from Arkansas to serve as a delegate to the American Academy of Family Physicians Congress of Delegates.

Garner represented Arkansas family physicians at the national level for more than 6 years.

Her service helped open doors for other women seeking leadership roles in medicine.

R. Shawn Martin, CEO of the American Academy of Family Physicians, praised Garner for her longstanding commitment to patients, physicians and medical students.

Martin said her influence extended far beyond the titles and positions she held throughout her career.

Helping Train 58 Family Physicians in 5 Years

Garner later joined the University of Arkansas for Medical Sciences and became the inaugural program director of the Baptist Health-UAMS Family Medicine Residency Program in North Little Rock.

In that role, she helped build a program designed to prepare future family physicians to serve patients throughout Arkansas.

Over 5 years, the program produced 58 family physicians, many of whom were expected to remain in Arkansas to practice medicine.

Garner encouraged medical residents to become involved in professional organizations, attend educational conferences and develop relationships with experienced physicians.

She also helped develop a resident retreat curriculum focused on preparing young doctors for the transition from training into medical practice.

Dr. Elton Ray Cleveland praised Garner for her leadership, professionalism and mentorship in developing the residency program.

He also recognized her practical approach to preparing physicians for the challenges of serving patients in their communities.

Changing How Physicians Continue Their Education

Garner’s contributions also extended to continuing medical education and physician certification.

According to Cleveland, Garner proposed an idea through the Arkansas Academy that helped influence a new approach to ongoing physician learning and assessment.

The concept contributed to the development of longitudinal learning and certification, allowing physicians to demonstrate their knowledge over time instead of relying exclusively on lengthy periodic examinations.

Her work reflected a commitment to improving the medical profession while keeping the needs of practicing physicians in mind.

Additional Honors and Recognition

Garner is board-certified in family medicine and is a fellow of the American Academy of Family Physicians.

In 2024, she received a Faculty Academic Excellence Award from the Arkansas Medical Society.

Her latest honor, the Arkansas Academy of Family Physicians Legacy Award, recognizes decades of service to patients, medical education and the family medicine profession.

A Family Connection to Lyon College

Garner also maintains a strong connection to Lyon College in Batesville.

She and her husband, Brien Nix Hall, and their daughter, Lillie Hall, share a connection to the college.

Garner’s parents, Linn and Willie Garner, were also Lyon College graduates.

The college has remained part of her family’s history across multiple generations.

A Legacy That Continues Across Arkansas

Although Garner has retired, her influence continues through the physicians she trained, the colleagues she mentored and the patients receiving care in Arkansas communities.

Her decades of service reflect the importance of family physicians, particularly in rural communities where access to healthcare remains essential.

The Arkansas Academy of Family Physicians Legacy Award recognizes a career dedicated to improving family medicine and preparing future generations of physicians.

For Garner, that legacy continues through the doctors she helped train and the communities they now serve.
