A Carlisle woman has been arrested on 28 felony counts after authorities allege she financially exploited residents of a Lonoke nursing facility.
Arkansas Attorney General Tim Griffin announced that Traci Wagner, 45, of Carlisle, was arrested July 29 on 28 counts of Exploitation of an Impaired or Endangered Adult. The charges include 22 Class C felonies and 6 Class B felonies.
According to Griffin’s office, Wagner was employed as the business manager at Barnes Healthcare, a nursing home in Lonoke. Authorities allege Wagner printed checks from residents’ accounts, endorsed the checks and cashed them.
“Every Arkansan deserves to know their loved ones are safe from financial exploitation while in the care of a nursing facility,” Griffin said.
Griffin commended Special Agent Matthew Edwards of the Arkansas Medicaid Fraud Control Unit for investigating the case. He also thanked 23rd Judicial District Prosecuting Attorney Chuck Graham and his office for their assistance.
The Medicaid Fraud Control Unit investigates allegations involving Medicaid provider fraud and the abuse, neglect or financial exploitation of residents in healthcare facilities.
The Arkansas unit receives 75% of its funding through a grant from the U.S. Department of Health and Human Services. The federal grant totals $4,781,516 for federal fiscal year 2026, including $3,586,140 in federal funding. The remaining 25%, totaling $1,195,376 for state fiscal year 2026, is funded through Arkansas General Revenue.
The Attorney General’s Office did not release additional information about the affected residents, the total amount of money allegedly taken or Wagner’s bond and court date.
The allegations are accusations. Wagner is presumed innocent unless and until proven guilty in court.
