A Greenbrier man has been arrested for abuse of a vulnerable person after investigators say he choked a restrained minor while working at the Conway Human Development Center.

Arkansas Attorney General Tim Griffin announced the arrest of Brad Ellison, 43, of Greenbrier. Ellison was arrested October 24 on 1 count of Abuse of a Vulnerable Person, a Class D felony.

Victim Was Already Restrained

According to the Attorney General’s office, Ellison was working as a staff member at the Conway Human Development Center when he allegedly choked a minor victim who was already restrained.

The victim sustained bruising to his chest, scratches on his ear and redness on his neck.

Ellison was located with help from the Conway Police Department and taken into custody by the Greenbrier Police Department.

Griffin: Abuse of Trust Will Be Held Accountable

“Those entrusted with caring for vulnerable Arkansans have a responsibility to ensure their safety and well-being,” Griffin said. “Abuse, particularly involving a child who is unable to protect himself, is deeply troubling. My office is committed to protecting our most vulnerable citizens and holding those who abuse positions of trust accountable.”

Griffin credited Special Agent Laura Glover of his Medicaid Fraud Control Unit (MFCU) for the investigation. He also thanked MFCU Assistant Attorney General Corinne Kwapis, who is working with Carol Crews, Prosecuting Attorney for the 20th Judicial District, who will handle the case moving forward.

About the Medicaid Fraud Control Unit

The Arkansas MFCU receives 75% of its funding from the U.S. Department of Health and Human Services under a grant totaling $4,956,144 for federal fiscal year 2027, of which $3,717,108 is federally funded. The remaining 25%, totaling $1,239,036 for state fiscal year 2027, is funded by Arkansas General Revenue.

A criminal charge is only an accusation. Ellison is presumed innocent unless and until proven guilty in a court of law.
