Karyn Adams has been named chief of the Engineering and Construction Division for the U.S. Army Corps of Engineers Little Rock District, bringing more than 25 years of experience to the leadership role.

Adams replaces DeJuan Carter, who retired from federal service in September 2025.

In her new position, Adams serves as the senior technical advisor to the district commander while leading the Engineering and Construction Division. She oversees the Design, Construction, and Hydraulic Technical Services branches, ensuring projects are planned, designed, and built safely and efficiently in support of the district’s mission across Arkansas.

Adams began her career in the private sector before joining the Corps in 2000 as a structural engineer. She has played key roles in major regional projects, including Montgomery Point Lock and Dam and Table Rock Lake, both critical infrastructure assets in Arkansas and surrounding areas.

Throughout her career, Adams has held multiple leadership positions, including project manager, program manager, branch chief, and deputy chief of Engineering and Construction. She has managed complex programs supporting military installations, federal agencies, and infrastructure projects that directly impact communities across Arkansas.

Adams holds a master’s degree in operations management and a bachelor’s degree in civil engineering. She is also a registered professional engineer in Arkansas.

The Little Rock District has a wide-ranging mission that includes both military and civil works. The district operates 12 multipurpose lakes, 13 locks and dams, 308 miles of navigation along the McClellan-Kerr Arkansas River Navigation System, 138 parks, and 7 hydroelectric plants, making it a vital part of Arkansas infrastructure and economic development.
