Amy Finster, Community Development Director for Batesville-based FARCO, was among 42 professionals recognized during the 40th Annual Community Development Institute at the University of Central Arkansas in Conway.
Finster received her graduation certificate July 31, 2026, after completing all three years of the institute’s comprehensive community and economic development program.
The Community Development Institute, commonly known as CDI, prepares community leaders, economic development professionals and public officials with the knowledge and practical skills needed to strengthen local economies and improve residents’ quality of life.
Participants learn how to identify community assets, establish strategic goals, encourage collaboration among stakeholders and develop partnerships supporting long-term community and economic growth.
CDI is a three-year professional development program consisting of one week of intensive training each year. Participants advance through the curriculum as a cohort, gaining hands-on experience in community and economic development principles while developing professional relationships with leaders from Arkansas and across the country.
“The Community Development Institute has challenged me to think differently about leadership and community growth,” Finster said. “Over the past three years, I’ve had the opportunity to learn from outstanding instructors and community leaders from across Arkansas and the country while building lasting friendships.”
Finster said the experience reinforced the importance of collaboration, investing in people and creating communities where businesses and families can thrive.
As Community Development Director for FARCO, Finster works to strengthen relationships with municipalities, schools, economic development organizations and community partners throughout Arkansas.
FARCO is a Batesville-based design-build construction company serving communities and organizations across the state.
Finster plans to use the strategies and knowledge gained through CDI to help communities recognize growth opportunities, develop strong partnerships and advance projects that improve quality of life while supporting sustainable economic development.
The University of Central Arkansas is the birthplace of the Community Development Institute. The program was established in 1987 through a partnership involving Entergy, Southwestern Bell and ARKLA.
Since its establishment, the CDI model has expanded into Texas, Alabama, Idaho, Illinois, Delaware and Louisiana. The program also led to the creation of the Community Development Council, the national governing and certification organization for Community Development Institutes.
