Many Arkansans are asking why Arkansas received a federal emergency declaration following Winter Storm Fern — and what that designation means for communities recovering from severe winter conditions.

A federal emergency declaration allows the state to access direct support from the Federal Emergency Management Agency (FEMA) to provide lifesaving and life-sustaining assistance. This includes helping restore power, clear roadways for emergency responders, support local governments, and protect public safety during dangerous weather events.
Under the declaration, 75 percent of eligible response costs are covered by federal funding, easing the financial burden on state and local agencies while speeding up recovery operations.
Federal officials say the Department of Homeland Security and partner agencies coordinated closely with states even before the storm arrived. President Donald J. Trump approved emergency declarations for 12 states covering nearly 900 counties and parishes and four Tribal Nations, allowing resources to move quickly where they were needed most.
“In disasters like this, it’s always the local leadership team that responds,” said Homeland Security Secretary Kristi Noem during a national interview. “The state manages the disaster, and FEMA comes in to support. That’s exactly what’s happening in states with emergency declarations — we’re getting them help as soon as they need it.”
For Arkansas, the declaration strengthens response efforts by expanding access to federal equipment, personnel, logistics support, and emergency funding. Officials say this ensures first responders can reach stranded motorists, hospitals maintain operations, utilities restore power more efficiently, and communities remain safe during extended cold weather impacts.
Emergency managers encourage residents to continue following official guidance, limit unnecessary travel when conditions remain hazardous, and stay informed through trusted local sources.
