Before joining the U.S. Army Corps of Engineers, Curtis served 20 years as an active-duty officer in the U.S. Air Force Biomedical Science Corps. He retired as a lieutenant colonel in 2009. During his military career, he supported multiple overseas operations including Operation Iraqi Freedom, Operation Joint Endeavor, Operation Joint Guard, and Joint Task Force Bravo.

Curtis earned a doctorate in engineering along with both bachelor’s and master’s degrees in civil engineering from the University of Arkansas. He is also a licensed professional engineer, certified Project Management Professional, graduate of the Air War College, and member of the Arkansas Academy of Civil Engineers.
